Attention Photoshop Guru's

Can anyone make this picture of Rowdy and Dave Matthews look decent?  The camera that Rowdy had went wacko and the lens was smeared.  HELP!


 


He ate some of Rowdy's dried fruit from his business Pro-Use Produce and liked it!

    That is so cool! I can try to fix it but don't get your hopes up. I'm not sure I can do it. If you want to email me the picture, I'll do what I can.
